Our Mission

What is the FNPGC?

The First Nations Police Governance Council (FNPGC) is a dedicated body that partners with First Nations leadership, boards, and commissions to transform police governance on First Nations. Our council works to integrate cultural protocols, Treaty rights, and sustainable practices into policing, ensuring that public safety services are responsive to community needs and aligned with principles of self-determination.

What is our purpose?

Our purpose is to establish and enhance robust, culturally grounded police governance frameworks for First Nations communities. This involves:

  • Developing sustainable funding models: Ensuring that police services are consistently supported based on community needs.
  • Strengthening leadership: Empowering First Nations leaders through training, oversight, and capacity building.
  • Enhancing community engagement: Creating transparent systems that reflect the values, rights, and aspirations of First Nations peoples.
  • Upholding Treaty rights: Integrating traditional protocols and natural laws (‘Wusa’) into modern policing to benefit current and future generations.

What are our core values?

  • Transparency & Accountability:
We believe in open governance, where community oversight and clear communication are central to maintaining trust and effective policing.
  • Cultural Integrity:
Our practices are rooted in traditional protocols and natural laws. We honor our cultural heritage by ensuring that every decision benefits our children, grandchildren, and future generations.
  • Sustainable Leadership:
We commit to continuous leadership development and capacity building, ensuring that First Nations leaders have the tools and resources necessary to guide their communities effectively.
  • Community Empowerment:
By engaging directly with communities, we strive to create policing practices that are truly responsive, respectful, and reflective of local values and needs.

What is the long-term vision?

Our long-term vision is to create a future where First Nations police services are fully resourced, culturally aligned, and governed by robust, transparent systems that honor Treaty rights and traditional protocols. We aim to establish frameworks that ensure sustainable funding, empower local leadership, and promote community-driven oversight—ultimately fostering an environment where public safety and self-determination are inseparable.

What is Our Commitment?

We are committed to:

  • Inclusive Governance: Partnering with First Nations communities, Elders, and leaders to develop and maintain governance structures that reflect local values and needs.
  • Sustainable Funding: Advocating for long-term, needs-based funding models that ensure consistent support for police services on First Nations.
  • Transparent Accountability: Implementing systems of oversight that prioritize clear communication, community engagement, and mutual accountability.
  • Continuous Leadership Development: Investing in capacity building to equip current and future leaders with the tools required to guide their communities effectively.
